The Government economic team stressed the link of the Central Bank branch in Hodeidah to the main center in Aden and the cancellation of all decisions and appointments issued by the Houthis in various sectors and institutions of the State, especially revenue institutions , so that the government can pay salaries to the state employees in Hodeidah and governorates The other.

This came at the indirect meeting, which was held by representatives of the government delegation on Tuesday with the office of the UN envoy to Yemen, in the Jordanian capital, Amman, in the presence of international organizations.

The Government's economic team (recognized) and the Al-Houthi group are participating in indirect talks, called by the UN envoy for Yemen, Martin Griffith, to discuss port revenues and supply to the central bank in Hodeidah, and the mechanisms for the disbursement of salaries of government sector employees in the province of all Yemen from its revenues, in accordance with the Stockholm Agreement concluded in December/January between the Yemeni parties.

According to sources in the delegation, the representatives of the Government submitted to the Office of the United Nations envoy a number of points concerning the ports of Hodeidah and their revenues and the payment of salaries of employees.

The Government delegation requested that the Central Bank branch in Hodeidah Governorate be linked to the main bank in the interim capital of Aden, and that all revenues be credited to the approved government accounts, the sources added.

The sources referred to the Government's request to "stop the tampering of the Houthi militias in the revenues of the three ports and revenues of the province of Hodeidah and to cancel all decisions made by the Houthis in the institutions, especially the revenue institutions ," in addition to the liberation of the revenue institutions in Hodeidah and its ports  "from any direct or indirect influence of the Houthi militias."

The Government, in its indirect meeting with the Office of the UN envoy in Jordan, stressed the "repeal of laws imposed by the coup militias on revenues, taxation, Zakat and others and the cancellation of all illegal collections."

The sources confirmed that the government representatives called for the implementation of these measures and necessary steps, so that the state institutions can collect revenues and cover the salaries of employees in Hodeidah and various governorates, and disburse them in a consistent and continuous manner, as agreed in Stockholm.

The government delegation is scheduled to meet on Wednesday with the office of the UN envoy, "to receive and discuss a formal response to the requests they made at Tuesday's meeting.

The Sweden Agreement on Hodeidah provides for the deposit of "all revenues of the ports of Hodeidah, Al-Saleef and Ras Issa in the central bank of Yemen through its branch in Hodeidah, to contribute to the payment of civil servants ' salaries in Hodeidah Governorate and throughout Yemen."

The Houthi authorities in Sana'a (not recognized) refrained from paying staff salaries in the beginning of 2017, under the pretext of lack of financial liquidity, and after the government decided to relocate the central bank from Sana'a to the interim capital of Aden, the Houthis disavowed their responsibilities, accusing the government of cutting salaries by transferring the bank and the failure to supply oil revenues and liberated areas to the central bank under the group in Sana'a.

The government has already announced its willingness to pay the salaries of employees in various governorates and has begun to disburse them to such limited sectors as health, justice and education in some governorates, but it says that the revenues of the port of Hodeidah – if supplied to the Aden centres – will enable them to pay salaries to all state employees in various , continued and systematic disbursement of the areas, accusing the Houthis of harnessing the revenues of ports and state institutions to finance the war effort.

The recognized government, and the al-Houthi group, reached an agreement to stop the clashes in Hodeidah and neutralize its ports, as well as to exchange all prisoners and abductees and to remove the siege of Taiz, in consultations sponsored by the United Nations in Sweden, during the period 6-31 December 2018, but those agreements remained without implementation, given the contradictory interpretations of the terms of the agreement between the parties to the conflict.
